Arlindo Dgedge

Partner| Architect and Physical Planner

Arlindo has over 35 years of professional experience, having served for many years as National Director of Spatial Planning at the Ministry of Environment and Land. He led the conception and drafting of spatial planning legislation, including the Directive on Expropriation, and was responsible for supervising and monitoring more than 30 resettlement action plans across Mozambique. His work includes the monitoring of the Afungi Resettlement Plan in Palma, as well as the resettlement of over 54,000 families (about 270,000 people) displaced by conflict in Metuge, Mecufi, Chiure, Ancuabe, Montepuez, and Namuno. He has guided major resettlement processes in Afungi, Namanhumbir, Revúbue Mines, Chibuto Heavy Sands, Corumana, and Moamba.

Arlindo provided methodological orientation, facilitated public consultation meetings, and issued conformity opinions for multiple projects. He coordinated the elaboration of the Special Spatial Plan for Tete Province and the Zambezi Valley, as well as District Land Use Plans (Palma, Mocímboa da Praia, Nacala, among others), Urban Structure Plans (Xai-Xai, Vilankulo, Mocuba, etc.), and Detailed Plans. He also directed the preparation of implementation instruments for the Spatial Planning Law (directives, procedures, and guides).

Additionally, he implemented the National Training Strategy in Territorial Planning and Natural Resource Management, training over 100 District Administrators, 100 District Permanent Secretaries, 120 Community Leaders, and around 90 technicians. He holds a degree in Architecture and Physical Planning and a Postgraduate in Development and Spatial Planning.
